Plaza Reconstruction

A building plaza sitting over a parking garage, cellar, or other occupied space is really a waterproofing membrane with a walking surface on top of it — when that membrane fails, water reaches the structure below. Altius CM rebuilds plaza decks: waterproofing membrane replacement, structural slab repair, and surface restoration on commercial, multifamily, and industrial properties.

Why plaza waterproofing over occupied space is a structural issue, not cosmetic

Where a plaza qualifies as a Privately Owned Public Space (POPS) under the NYC Zoning Resolution, planted areas above subsurface structures like garages or cellars are specifically required to have drainage systems to prevent water from pooling and finding its way into the structure below — a codified acknowledgment that plaza-over-structure waterproofing is a real failure mode, not a hypothetical one. Source: NYC Zoning Resolution §37-742. Even where a plaza isn’t a POPS, the underlying engineering problem — a failed membrane letting water into the garage or cellar deck below — is the same, and it doesn’t get better by waiting.

What we handle

  • Waterproofing membrane replacement under plaza pavers, planting beds, and hardscape
  • Structural slab and deck repair where water infiltration has reached the concrete
  • Drainage system repair and replacement
  • Surface restoration (pavers, planting areas) after the membrane and structural work is complete
  • Leak detection to locate the failure point before opening up the deck

A plaza over a garage often comes with a second obligation: the garage itself may be subject to Local Law 126 inspections. See our Local Law 126 parking structure guide and parking garage repair service. On the waterproofing side, PMMA and traffic coatings are covered on our PMMA waterproofing page, and Kips Bay Complex shows balcony slab repair and waterproofing at scale.

Frequently Asked Questions

How do I know if my plaza’s problem is the membrane or the structure underneath? Active leaking into the garage or cellar below, visible efflorescence or staining on the underside of the deck, and standing water on the plaza surface after rain are the usual signs. We do leak detection and exploratory investigation before quoting a full reconstruction, because sometimes it’s a localized membrane repair, not a full tear-off.

Does plaza reconstruction require a DOB permit? Work that touches the structural deck or waterproofing system generally requires DOB permitting, and if the plaza is a Privately Owned Public Space, changes to it may also need to stay within the POPS design standards on file with the City Planning Commission. We handle the permit and compliance review as part of the job.

Can the plaza stay partially open during reconstruction? Often yes, depending on the extent of the failure and how the structure is sectioned. We phase the work where possible to limit closure, though a full membrane replacement across the entire deck typically requires closing that section for the duration.

What’s the difference between plaza reconstruction and roof restoration? The waterproofing principle is the same — a membrane keeping water out of occupied space below — but a plaza deck also carries pedestrian and sometimes vehicle loading, planting, and drainage requirements that a standard roof doesn’t, which changes the membrane system and structural detailing.
